Responsibilities

The Associate Chief of Staff Primary Care (ACOS) of (PC) is responsible for planning, organizing, developing, implementing, controlling, and refining the comprehensive delivery of primary care to veterans. The ACOS implements VA and VISN policies and regulations as well as improving facility level policies to ensure proper handling of clinical issues. Specific duties include:

  • Financial management of the budget and expenditures in the Medicine Service.
  • Conducts all activities involving personnel in a manner that is consistent with Human Resources guidelines and regulations, including appropriate involvement and information flow of Medicine Service plans and operations with the Union.
  • Provides oversight of the operations, plans, and scheduling of providers and provider-related issues for the entire Primary Care section and 7 CBOC's.
  • Collaborates with other facility leaders to function as a key participant in the Director and Chief of Staff's top advisory group.
  • Maintains a collaborative working relationship with top management to assure full support and coordination among the programs in Primary Care Service and those affecting and affected by Primary Care Service.
  • Responsible for proper liaison between the medical center and its designated legal service for informing management and staff on matters affecting patient administration.
  • Responsible for identifying and implementing processes to ensure adherence to VISN, VA, and Joint Commission Standards. Responsible for updating knowledge base of new and existing standards.
  • Ensures adherence to the medical center bylaws, rules and regulations for all members of the Primary Care Service. Responsible for participation during discussion and presentation of clinical processes championed by this incumbent.

Qualifications

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. * Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. * Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. * Proficiency in spoken and written English. * Physical requirements outlined below. Reference:VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: This position requires light to moderate lifting (15-45 lbs); light carrying (15 lbs. and under); reaching above shoulder; walking; bending; stooping, and some lifting in the direct care of patients; ability for rapid mental and muscular coordination simultaneously; hearing (aid permitted); emotional stability; mental stability; working closely with others and working alone.
